Curious fact: according to the international organization Doctors of the World, our country has the second or third place in the world in the number of doctors and nurses per capita (31,2 practicing doctors and nurses, 7,9 per 10 000 persons). In Belarus population of just over 9 million people today operates 646 medical organizations and 1437 outpatient organizations. Despite the difficulties and vicissitudes of time, the health system has retained the state character. This has its own advantages. The state deliberately heavily invests in development of health care. Upgrade of the health system, replacement and upgrade of equipment is carried out according to the plan, preparation and skills development is carried out according to the plan. The Government has developed and implemented a number of state programs. Let`s list only the most important: «Tuberculosis», «Cardiology», «Comprehensive program of prevention, diagnosis and treatment of cancer diseases», «National Action Program to prevent and combat drunkenness and alcoholism», «Program on HIV Prevention», «Program to create a barrier-free living environment for physically debilitated people» etc.
As the Head of Planning and Economics Department of the Ministry of Health Elena Tkacheva said, spending on health care in Belarus is about 5% of the GDP. One of the distinguishing features of the Belarusian model of health care — a formed system of social standards. The system determines the minimum level of guarantees for citizens of Belarus in all spheres of social importance, including health care. The legal basis for its implementation is the Law of the Republic of Belarus «On state minimum social standards».
The minimum social standards in health care are:
— standard budget provision of health care funds per 1 inhabitant on average in the republic, the average for regions and the city of Minsk, in each region and Minsk;
— standard provision of primary care physicians (1 district physician to 1700 adults, 1 pediatrician — to 800 children, 1 general practitioner — to 1300 inhabitants);
— standard provision of hospital beds with 24h stay (9 beds per 1 000 inhabitants);
— standard provision of pharmacies (for regions — 1 pharmacy for 8 000 people, including Minsk — 1 pharmacy to 11 500 inhabitants);
— standard provision of emergency medical teams (1 team of 12 000 inhabitants);
— standard provision of vehicles (1 vehicle to outpatient clinics, nursing care hospitals and 2 vehicles for local hospitals);
— standard sanitary and technical provision of health care organizations.
Health care task is to increase export of medical services, which are already quite in demand by foreign patients. People trip to our country for treatment in «Republic Scientific Practical Center «Cardiology» for coronary artery bypass, heart transplantation, joint replacement. Quite a few want to go for surgery and in modern «Republic Scientific Practical Center for transplantation». «Republican Scientific Practical Center of Pediatric Oncology and Hematology» is in great demand, because Belarus ranks eighth in the world for curing these diseases, and five-year survival. Citizens of neighboring countries often come to regional hospitals, where modern high-tech is widely used. For example, regional centers have heart surgery departments. Export of medical services, focus on further development, innovation and investment, import substitution — are the most important tasks are at the forefront of Belarusian doctors.
